Pro-Life Wisconsin Testifies on Bill Banning the Sale and Use of Aborted Fetal Body Parts




On Tuesday, August 11, Pro-Life Wisconsin State Director Dan Miller testified before a hearing of the Assembly Committee on Criminal Justice and Public Safety on Assembly Bill (AB) 305, legislation banning the sale and use of aborted human fetal body parts.

We thank Representatives Andre Jacque and Joel Kleefisch for their timely reintroduction of AB 305, and we especially thank committee chairman Kleefisch for hearing the bill so expeditiously.

The past two legislative sessions Pro-Life Wisconsin has strongly supported legislation authored by Representative Jacque that would prohibit the sale and use of aborted human fetal body parts. Assembly Bill 305 bans persons from knowingly and for valuable consideration acquiring, receiving, or transferring a fetal body part. It also bans persons from knowingly providing, receiving, or using for experimentation a fetal body part. Fetal body part is defined to mean a cell, tissue, organ, or other part of an unborn child who is aborted by an induced abortion. Five states have enacted similar prohibitions on the sale and experimentation of aborted fetal tissue:  Ohio, Illinois, Florida, Arizona and Oklahoma. 

We look forward to the Assembly Criminal Justice Committee voting on AB 305 in the coming weeks and moving the bill onto the Assembly floor for full debate and passage.

Bills Defunding Planned Parenthood of Wisconsin Introduced



Two bills have been formally introduced in the Wisconsin Assembly that will further defund Planned Parenthood of Wisconsin (PPWI), the state’s largest abortion provider. Representative Andre Jacque has introduced Assembly Bill (AB) 310 and Assembly Bill (AB 311) that together will remove approximately $7.5 million in public funding from PPWI. Senator Chris Kapenga (R- Delafield) is the lead Senate author on both bills.

Assembly Bill 310 would divert federal Title X family planning funds away from organizations that perform or refer for abortions. Currently, federal Title X family planning funds are granted directly to PPWI, as they are the only applicant in Wisconsin. PPWI receives more than $3 million annually from Title X.

AB 310 would require the DHS to apply, on an annual basis, for family planning grant funds under Title X of the federal Public Health Service Act and to distribute funds received first to the Wisconsin Well-Woman Program and public entities, including state, county, and local health departments and health clinics. If any moneys remain after those distributions, DHS may then distribute grant funds to nonpublic entities that are hospitals or federally qualified health centers that provide comprehensive primary and preventive care. Under the bill, a public entity that receives family planning and preventive health services grant funds may provide some or all of the funds to other public or private entities provided that the recipient of the funds does not provide abortion services, make referrals for abortion services, or have an affiliate that provides abortion services or makes referrals for abortion services.

Assembly Bill 311 would eliminate inflated Medicaid contraceptive drug reimbursement rates for Wisconsin family planning providers. Specifically, it would reimburse Wisconsin’s Medicaid family planning providers, including PPWI, at actual acquisition cost, or the actual cost providers pay for contraceptive drugs under the federal 340B drug program, plus the dispensing fee charged under the Medicaid program. The bill would supplant informal agreements with DHS over the last ten years that paid Medicaid family planning providers a heavily inflated reimbursement rate for contraceptives.

Currently, PPWI and other family planning providers bill Medicaid high above what they actual pay for the heavily discounted 340B birth control drugs. AB311 would curtail the exorbitant contraceptive drug reimbursement rates for PPWI and other Medicaid family planning providers. It’s bad enough that millions of taxpayer-funded family planning dollars annually subsidize chemical and surgical abortions in our state, without the “piling on” that has been occurring through insider deals struck during the Doyle administration. The bill’s common sense approach will reimburse Medicaid family planning providers what they actually pay for contraceptive drugs, nothing more and nothing less, as most states already do. If PPWI cannot operate its clinics under this equitable payment model, then they can seek private funding. It is expected that the bill’s enactment would cut PPWI’s annual public subsidy by approximately $4.5 million.

National Day of Remembrance for Aborted Children - The National Day of Remembrance for Aborted Children calls on pro-life Americans to honor the gravesites of our unborn brothers and sisters.Solemn prayer vigils will be conducted at these gravesites, of which there are 43 across the United States, as well as at dozens of other sites dedicated in memory of aborted children.
