Madison Buffer Zone Ordinance on the Fast Track

City of Madison Buffer Zone Ordinance, Number 32827, was recommended by two committees on voice votes last week. The proposed ordinance establishes a gag rule on free speech and leafleting within eight feet of a person near abortion or health care facilities. It passed both the Public Safety Review Committee and the Board of Health for Madison and Dane County.

Gwen Finnegan, director of local PLW affiliate Madison Vigil for Life, delivered pointed public testimony before the committees, stating, “Until now Madison has always cherished First Amendment rights, so it is troubling that some Council members would attempt to impose a gag rule on free speech because they disagree with pro-life people.” Please click here to read Gwen’s full testimony.

PLW Director of Legislation Matt Sande stated in a Badger Herald story that “This type of buffer zone does not reflect who we are as Madisonians. We should not try to muzzle each other because we do not agree with each other’s viewpoints.”  Please click here for the full story.

The full Common Council could vote on the buffer zone ordinance as early as February 25. If the City of Madison enacts the measure, it will almost certainly face a federal lawsuit. Pro-Life Wisconsin and Madison Vigil for Life are working with the civil rights law firm Alliance Defending Freedom (ADF), which recently obtained almost $500,000 in attorneys’ fees from the University of Wisconsin-Madison for its violations of the freedom of speech. ADF attorneys also won a lawsuit against a buffer zone law in Pittsburgh. Pro-Life Wisconsin affiliates will be hosting and participating in 40 Days for Life vigils from March 5 - April 13. 40 Days for Life is a focused pro-life campaign with a vision to access God's power through prayer, fasting, and peaceful vigil to end abortion. It encourages participants to be a visible presence outside of abortion mills and contraceptive distributors for 40 consecutive days, making a powerful testament to the power of prayer and vigilance.
