Wisconsin Legislature Passes Pro-Life Legislation


Last week the Wisconsin Senate and Assembly passed a number of pro-life bills:

Assembly Bill (AB) 216, the “Health Care Conscience Act” authored by Rep. Andre Jacque (R-DePere), passed the Assembly on a 58-39 vote.   The bill bans abortion coverage in state employee health plans by prohibiting the state Group Insurance Board (GIB) from entering into any contract with respect to a group health insurance plan or providing a group health insurance plan on a self-insured basis that provides abortion services.  The GIB provides health insurance coverage for all state employees and some local government employees under the Wisconsin Retirement System.  Assembly Bill 216 also provides an exemption from the state contraceptive insurance coverage mandate for non-profit religious organizations, religious employers and religious institutions of higher education that meet certain criteria.  This exemption mirrors the federal exemption for religious entities under the Patient Protection and Affordable Care Act (Obamacare). Pro-Life Wisconsin supports AB 216 which now moves to the State Senate.

Assembly Bill (AB) 217, the "The Prenatal Nondiscrimination Act” authored by Rep. Steve Kestell (R-Elkhart Lake), passed on a 58-39 vote.  The bill bans sex-selective abortions, or abortions that are knowingly performed, requested, or sought solely because of the sex or gender of the unborn child.  Under the bill, the mother, father or grandparent of the unborn child that is killed by a sex-selective abortion may sue the abortionist for compensatory civil damages and may seek injunctive relief to stop the abortionist from performing another sex-selective abortion. Pro-Life Wisconsin supports AB 217 which now moves to the State Senate.

Senate Bill (SB) 206, “Sonya’s Law” authored by Sen. Mary Lazich (R-New Berlin), passed the Senate on a 17-15 vote and the Assembly on a 56-39 vote.  The bill now awaits the Governor’s expected signature.  Senate Bill 206 adds an ultrasound requirement to the informed consent (24-hour waiting period) law. It requires the abortionist to 1)perform or arrange a qualified person to perform an ultrasound using whichever transducer the woman chooses, 2) provide a simultaneous oral explanation during the ultrasound including the number of unborn children and the location of the unborn child, 3) display the ultrasound images so that the pregnant woman may view them, 4) provide a medical description of the ultrasound images including the dimensions of the unborn child and any viewable external features and internal organs, and 5) provide a means for the pregnant woman to visualize any fetal heartbeat.  The pregnant woman is not required to view the ultrasound image or visualize any fetal heartbeat.  Senate Bill 206 also requires an abortionist to have admitting privileges at a hospital within a 30 mile radius of where the abortion occurs. 

Pro-Life Wisconsin supports adding an ultrasound requirement to the informed consent law, and we also support the admitting privilege requirement that would require an abortionist to have admitting privileges at a hospital within a 30 mile radius of where the abortion occurs.  Planned Parenthood of Wisconsin has publicly stated that this measure would force them to close their Grand Chute (Appleton area) abortion mill.

Pro-Life Wisconsin opposes the exceptions for sexual assault (rape/incest) and so-called “medical emergencies” in the ultrasound bill.  Regrettably, the ultrasound requirement would be waived in these exceptional cases – yet another denial of equal protection under the law (and personhood) for these marginalized, politically unpopular preborn babies.  The “medical emergency” exception is especially confusing because in the event of a medical emergency, the answer is not to waive the ultrasound requirement and get an abortion, it’s to get to a hospital immediately and treat both mom and baby.  Because these exceptions mar an otherwise good bill, Pro-Life Wisconsin cannot formally support SB 206.  

Pope Francis: "Say YES to Life!"

 
Pope Francis challenged the faithful and the world to both respect and protect life during the mass in honor of the encyclical Evangelium Vitae ("The Gospel of Life").

The pope pointed out that all life comes from God the Father, but the idols of selfishness, power, and pleasure cause us to devalue human life and even destroy it. 

"All too often, people do not choose life, they do not accept the “Gospel of Life” but let themselves be led by ideologies and ways of thinking that block life, that do not respect life, because they are dictated by selfishness, self-interest, profit, power and pleasure, and not by love, by concern for the good of others."

Finally, the pope challenged the 200,000 in attendance to say Yes to God's will, which brings life and perfect freedom, and say no to the false freedom of the world, which brings death.

"The Living God sets us free! Let us say “Yes” to love and not selfishness. Let us say “Yes” to life and not death. Let us say “Yes” to freedom and not enslavement to the many idols of our time. In a word, let us say “Yes” to the God who is love, life and freedom, and who never disappoints."

Madison Area: On Thursday, June 20, outdoor Rosary Rallies will resume on Thursdays at 7 p.m. on the State Street steps of the State Capitol and will continue throughout the summer. Bishop Morlino will lead the 15 Mysteries of the Rosary for Religious Freedom, Life, Family, and Conversion of the World on Thursday, June 20, on the State Street steps of the Capitol.

PLW Outagamie County holds a prayer vigil outside of Planned Parenthood in Appleton (508 W. Wisconsin Ave.) every Saturday at 1 p.m. The vigil lasts about an hour. To get involved, contact Larry Putzstuck at 920-707-6464.
 
PLW Racine has a prayer vigil every Wednesday from 11:00 a.m until noon at the Racine Planned Parenthood (832 Main St.) All are welcome to join with your presence or your prayers.

Vigil for Life - PLW Dane County has a perpetual presence on the sidewalks in front of Madison's Planned Parenthood. Each day that Planned Parenthood is open for business, at least two people will be scheduled to be present on the sidewalk. Mon. (9 a.m.-11 a.m.), Thurs. (1 p.m. - 6 p.m.), and Fri. (1 p.m.-3 p.m.). Tuesdays and Wednesdays are abortion days at the clinic, and a presence will be maintained during all business hours---9 a.m. to 5 p.m. on Tuesdays and 8 a.m. to 6 p.m. on  Wednesdays.
