House vote this week on abortion funding bill
H.R. 3590 subsidizes private plans that cover abortions

House Speaker Nancy Pelosi and top Democrats are pushing ahead with their plan to pass the Senate-passed health care bill, House Resolution (H.R.) 3590. They are shutting down any effort to cut the massive abortion funding out of the bill. Pro-life Congressman Bart Stupak (D-MI) told National Review Online, “I really believe that the Democratic leadership is simply unwilling to change its stance…Their position says that women, especially those without means available, should have their abortions covered.” Pelosi and her henchmen are even considering using the so-called Slaughter Rule that would have the House vote on rules for debate that effectively pass H.R. 3590 without actually voting on it!

In a recent Quinnipiac poll, 67% of Americans said they oppose the inclusion of taxpayer-funded abortion in health care reform legislation. Here are the key problems with H.R. 3590:
  • Subsidizes premiums for private insurance plans that cover abortions;

  • Empowers an unelected administrative agency (the Health Resources and Services Administration [HRSA]) to require private insurance plans to include abortion coverage as "preventive care." If HRSA arbitrarily deems abortion "preventive care," people will not be able to avoid paying for abortions;

  • Establishes an abortion tax. All individuals who are covered by plans in the insurance exchange that include elective abortion will be forced to write a separate premium check (or their employer on their behalf) toward an account that pays only for elective abortions, even if the employee never intends to have an abortion. That amount cannot be less than $12.00 annually. Many individuals will be unable to avoid this tax if their employers choose a plan that covers abortion;

  • Employs "comparative effectiveness research" and forces Medicare payments below the rate of medical inflation, both of which will lead to rationing of essential medical care for seriously ill and frail patients. There is no explicit ban on the use of federal funds for assisted suicide in the bill.

Pro-Life Wisconsin opposes H.R. 3590, not only because of the abortion funding but also the certainty of rationed care for the elderly, massive funding of abortifacient birth control, and lack of conscience protections for medical professionals. There are just too many problems with the bill and no political will to fix them. THIS IS OUR LAST CHANCE TO STOP THIS HORRIBLE BILL! The vote will be close, so…

Pro-Life Wisconsin exists for a singular purpose: to restore and protect the inalienable right to life of all citizens of our state, whether born or preborn, young, old, disabled or terminally ill. We affirm that the right to life exists at the moment of fertilization and extends until natural death, this truth being handed down by God and articulated in the Declaration of Independence.
