The Wisconsin State Senate will vote this Tuesday, September 27th, on Assembly Bill (AB) 499, legislation that would ban all forms of human cloning in Wisconsin. AB 499 passed the State Assembly on June 23rd on a vote of 59 to 38. (Thank you for all your calls to your state representatives – they made a difference!)

Please call or email your state senator and (1) urge him/her to vote for AB 499 – the Comprehensive Human Cloning Ban, and (2) urge him/her to reject any amendment that would allow human cloning for any purpose.

Sample Correspondence

As committed pro-life voters, you are especially influential in legislators’ decision making. The following is a sample correspondence that you can use in calling or emailing your state senator:

Senator_____, I urge you to vote for Assembly Bill 499, legislation that would ban all forms of human cloning in Wisconsin. I also urge you to reject any amendment that would allow human cloning for any purpose.

Both “reproductive cloning” and “research cloning” involve the reproduction of a fully human life. We must never clone a human embryo for any reason, whether the intent is to destroy that cloned embryo for research or bring that cloned embryo to birth. Either intention is repugnant, since the dignity and individuality of the human person is thoroughly disregarded.

In cloning, a child is not created; a new life is simply manufactured. We must never create a human life to kill it for the perceived benefit of another.

Assembly Bill 499, authored by Representative Steve Kestell (R-Elkhart Lake) and co-authored by Senator Joe Leibham (R-Sheboygan) , would ban both “reproductive cloning” – where a cloned human embryo is brought to birth, and “research cloning” – where a cloned human embryo is destroyed by extracting its stem cells.

Talking Points

· Cloning perverts God’s design for creating new life. In cloning, a new life is not created; it is manufactured. A child becomes a product. Cloning thus affronts the dignity, equality and freedom of human life at its very beginning.

· Human embryologists authoritatively conclude that a human embryo is a human being, immediately beginning at fertilization or cloning. At no other logical or scientifically sound point can we say that human life begins.

· All cloning results in the creation of a new living human embryo that, while genetically identical to another person, is a distinct human life.

· Technically there is no distinction between “reproductive cloning” and “research cloning” (also referred to as “therapeutic cloning”). Both involve the reproduction of a fully human embryo. The difference lies in the intended use of that human embryo – whether it is to be implanted in the womb and brought to birth or whether it is to be eviscerated by extracting its stem cells.

· “Therapeutic cloning” is really just the opposite, because it involves nontherapeutic experiments on a defenseless human being – experiments that kill the tiny human being solely for the benefit of others.

· “Research cloning” will pave the way for “reproductive cloning.” A ban only on “reproductive cloning” would permit the creation of human embryo farms. It will be next to impossible to prevent multitudes of cloned embryos from being implanted in wombs.

· A ban on human cloning will not stop lifesaving medical research. Adult stem cells (which do NOT require the destruction of human embryos) have proven benefits, and new uses are constantly being found. The clinical use of adult stem cells has helped human patients with the following conditions: breast cancer, ovarian cancer, brain tumors, spinal cord repair, anemia, stroke, blood and liver diseases, cardiac repair after heart attack, and corneal damage (full vision restored in most patients treated in clinical trials).
